Everyone is frustrated, me included, by the NRL rules set out. However, to get a licence Manly have to sign up to those rules and abide by them.
To appease most of us, including me, Penn would have to take a negative NRL appeals committee ruling to Court. That will be expensive.

Well their in lies the problem, as it is an appeals committee that happens to have a QC on the panel. Its not a legal matter at the moment, although lawyers are welcome if the Chair allows them.
But I did come across this below, which probably states a 2/3 majority is needed for a decision...
I wouldn't call Cleary a nuffy; ex triple international and politician is reasonable to suggest he has something to offer.
Maybe having a politician, QC, and player all decide (in a way unknown) helps removes bias?
