How do you post a picture

I've got a funny picture to post and can not figure out how to do it.

When I click on insert Image all I get is

come up.

Can someone please help ????

after clicking insert image, you need to link to the server, location and file that is the image between the two IMG tags. so for instance if i might have an image at www.server.com/folder/file.jpg - if you are using free image hosting they usually provide you with the link.
