If money and time wasn't an issue, what changes would you make in order to improve the game that we all love?

I really would like to see the shoulder charge back in (Greenberg to cop the first one.....into retirement), but the 10 metre rule would have be reduce to a minimum of 5 to 7 metres.
Expansion, expansion, expansion. NRL are failing while other sport are actively growing their games. Perth (Dolphins??) and Adelaide (Lions??) need to be the first two cities to be included.
Grassroots: Every team to take a home game to a regional area of their choice spending 4-5 days in the communities, Primary and High schools. Game day ticket prices reduced.

1) A second Brisbane team.

2) A serious review of the kick for touch rule on penalties. Something like....up to the third tackle, kick for touch and continue the current tackle count where the mark is set from that kick. Penalty on fourth and fifth tackle, restart tackle count at position of penalty.

Maximum of 3 in a tackle unless stopping a try scoring action. One on one tackles - Tackler allowed to get to marker before play the ball. At present teams are penalised for leg tackles. Teams (Storm) are given 4-5 seconds to clear a 4 man wrestle but are penalised if a single tackler hang on for more than a couple of seconds.
5 points for a try and one for a conversion. Means less chance of a draw.
5 min sin bin.
18th man for players forced out of game due to foul play.
Video ref allowed to rule on obvious forward passes.
Two extra tackles if you choose not to kick on 6th tackle (but you can't kick on 8th tackle).

There is one, they play in a purple jersey out of AAMI Stadium in Melbourne

-Bring back some biff /shoulder charge
-Ban wrestling and chicken wing coaches
- have a two tier comp that allows for relegation / promotion
- have the scum, slime and rorters starting in 2nd division for first 5 seasons
- broncos can only have one televised game
- subsidised beer and food at games
- children enter free with paying adult
- Greensprog to make the above announcements , apologise to Manly, kiss the granny lawyer on the ass and resign on national TV

1) 1 Ref to give consistency
2) The copybook bootlace/leg tackle needs to be rewarded with more time allowed on the ground - this is more dominant than the wrestling and would bring back the old school tackling technique that only a few including Jake has in today’s game.
3) Extra time should be a Golden try— these field goal shootouts can be exciting, but the problem I see every time is the amount of penalties that should be given against the rushing defence, where defenders are often offside by 3-4 metres and get away with it.
A try would ensure teams playing footy rather than a robotic setup for the FG.

Probably another 20 ideas but that’s just a few....

1- competent video adjudications
2 - Introduction of a captains challenge
3 - Eliminate the 'storm's wrestling tackles
4 - More reward for good one on one tackles. Not the instant penalty the attacking team always gets. (oops, just read Maxta said the same thing).
5 - Some penalties to be like a 'short arm' penalty. Tap and go only, not the big kick up-field. (To lose 50-70 metres of ground because of a dodgy play the ball is ridiculous.)
6 - Consistent application of rules. eg. nrl introduced rules about when Captains can talk to refs...the ones who break it with impunity: Smith and Thurston
7 - When Inglis (for eg) does the 5 metre crawl on his knees before playing the ball...refs actually become competent to see this going on and not penalise the defending team.
8 - All refs electronics to be regularly checked by a truly independent third party to assist with possible blackmail and or corrupt refs discovery.

Tis more

A whole new set of well trained, competent referees, backed up by a instant computerised system that calls on the ten meters, how long a tackle goes and forward passes from the testimonial twins.

1 Sack Greenberg
2 Turn him into Soylent Greenberg
3 Export him overseas to famine areas
Better for the game, better for the starving masses, not so great for Greenberg.

More teams say 24
Two divisions 12 per division
Relegation and elevation of the top & bottom two teams

maybe a Pacific Island or two teams, then you can have your Perth, Darwin Central Coast NSW ? Sunshine Coast? another Brisvegas team .... just a thought

1) go back to one ref.
2) shoulder charge returned ( except for hitting the head).
3) biff allowed but 5 minutes in the bin follows by the insigator.
3) 5 minutes in the bin for the instigator of any foul play.
4) differential penalty system for anything other than foul play no kicking for line tackle recount only.
5) stripping for the bull to be disallowed.
6) no more than 3 allowed in a tackle except when defending the line.
7) golden point to become golden try 5 minutes extra each way and if still level golden point period of a further 5 minutes.
8) each club to take one game to regional areas and be subsidised to the tune of their usual gate takings to do so.
9) NRL to offer greater financial support to country areas and foster kids playing the game.
10) suburban grounds be supported and in Sydney the SFS rebuilt to accomodate around the same as Suncorp.
11) Grand Finals to be shared amongst the areas where the game is played on a rotational basis ( minimum stadium size to be 52500 seats).
13) SOO to be one game a year on a stand alone weekend and rotated ONLY between SYD/BNE.

I could go on but I’m boring you now!

Bring attrition back into the contest ....

1) Only 3 replacements ... not interchange ..... replacements. Once you are on/off that's it.

2) bring back send offs

If you run out of players or are left short ... tough titties ... players playing through pain or sides gallantly playing up against the odds are what "Glory" days are all about ...

I have about 100 other suggestions but the majority of those involve orifices, foreign objects, duct tape and GreenTurd ....

Like the one ref suggestion . discouraging the wrestling tactics and the bunker being able to adjudicate on forward passes . Not in favour of allowing the shoulder charge again , many more big , powerful men playing the code these days and the potential for serious injury or worse just seems too high . Would"t mind seeing countries like Fiji fielding a team in the N S W I S P cup or whatever it is called these days and really promoting the code in South Africa , it used to once have National R L teams and there must be so much sporting talent there.

Scrums must be packed with forwards only. Halfback feeds the scrum and rest of team are in their positions according to what number is on their jersey.
