So according to the last line, golden point doesn't take effect until the end of the first 20 minutes of extra time has ended in a draw.
But does the first line :

In big black bold letters in brackets it says except in finals series. It should have been 10 minutes each way and THEN golden point comes in to it in the event of a draw at the end of the extra 20 minutes.
There is no other possible way to interpret that. It outlines what happens in the event of a draw then says except for finals matches. Then it goes on to explain what happens in a finals match. There has got to be an investigation!
