I'm guessing it must have been preseason. None of the clips on Youtube have this white P&O jersey. All the games vs Steelers were maroon jerseys & no one cared about away jerseys or imagined fake news colour clashes back then.

This site says it was worn in the 7s game vs Wigan in 1992:
