<p>THE man who presided over the ugliest period of rugby league’s history believes the under-siege Sea Eagles are still the team to beat in 2009. Former Bulldogs CEO Steve Mortimer was there in 2004 when his beloved club’s reputation was left in tatters with allegations of gang rape. Mortimer resigned from his post before the players went on to win the premiership that year. He now believes the Sea Eagles will take some beating in their bid to claim successive titles.</p>
