Non-Manly Games [Round 10, 2017]

I'm seeking clarification on the role of the video ref.
I thought he could only rule on tries, but in the Canberra-Newcastle match the refs missed an incident. The Canberra player stayed down, hurt. The play moved on a tackle or more. Then the ref stopped the play. The incident was replayed and the ref then penalised the Newcastle player (rightly). But the question is: when can the video ref intervene?
Our rules are so convoluted now for a person like me who has been watching and playing the sport for more than 55 years.

Good to see parra scum are back to cheating the hia - another poke in the eye that seems to warrant an hia
 
Results are falling our way, raiders lost and eels on the way to losing, we needed these two to lose to be in a good position in the 8 and it appears to be looking good atm.

Not suggesting we need luck to make the 8, just good to see some results fall in our favour after losing in a pretty ****ty way last night, also ****ing beautiful to see the eels slipping down into their losing ways

Are the HIA stats available to the public or are they secret since parra got busted for cheating the system
