Easy fix - anything that in-direct contact (e.g bouncing up off the ball) is just on report. Anything that is direct contact from a stiff arm or shoulder - sin bin/send off depending on severity.

Wasn't there a directive a couple of years back, if you stayed down after, maybe a head high, you had to go off for an HIA, they realised players were milking penalties
