Give him another year of getting some mass and then 100% I agree. Personally I'd have Koula as the other centre. Tommy roaming with Hoppa out the back is a terrifying thought for oppositions. Undoubtedly this is the way the club thinks, with Turbo moving to centre or 5/8 when DCE goes.
