I don't know that any laws have been broken, but certainly a whole number of NRL rules would have been. Money laundering is not likely, as you would have to prove the money was 'illegal' to start with, which is unlikely. I don't know if there is a betting equivalent to insider trading either, ie betting on an event and then influencing the result. Perhaps simply fraud would be the charge. I am sure there is someone with more legal nous around here who could explain it all.
As to proving the incident happened, I don't know what the difficulty is here, they simply use CCTV footage to place the person at the TAB terminal at a particular point in time, and match that with the time code registered when the bet is placed. It is easy to identify who placed which bet.
And as a side note, it is not rare for people to bet on odd things by the way. The other day I took a bet at the TAB at work for over $250 on Australia scoring 2 runs from the 4th ball of the 12th over.
