Manly was "over represented" for a decade also not too long ago, by your judgments.Like the Storm in 2007 - 2009 ?
It's easier to run a club successfully when you have a whole city behind you or wealthy benefactors.
Like I said, those 3 are way over represented. Even allowing for the variables of coaching etc.
Too simplistic a mindset reading into these stats in a period when most coaches were at Semi Professional level at best.
In the past merely having the best players even just in the halves was enough to win comps, playing against fatigued not well structured defensive lines and attack that was disjointed and not clinical enough to take advantage of all the flaws to match the scoring output of the more skilled halves teams.
During this stage of improved raised level coaching and more targeted recruitment strategies(understanding better what type of players and skillsets have the best impact) over the past few years, you will see more variety of teams winning the comp.(Souths,Cronulla,Cowboys just in recent years)
