He can sign for just $1, but the club will still have cover match payments under the 2nd tier cap. Could still cost 10's of thousands under the cap.

I think they adjusted last year when evidence was presented that they had missed a game so he got upgraded to 350.

At least. He's got a year to go on his current contract at the Broncos and there was talk of Penrith signing him after that. I doubt he'd leave the Broncos for any less than a 2 season deal.
