They could call the teams coming in “intruders”. My only suggestion is that the people get to vote 2 NRL teams out to make way for them. That way the NRL will achieve their objective of ensuring Manly never have the chance to win another NRL premiership.
If the NRL bring this in they have officially hit the "jumping the shark" stage.

Don't really like the concept but it could be ok if only up to 9. I reckon in that breather week before finals have a Friday night game between 8th place and 9th place. The winner proceeds to the finals.
8th place usually scrape in and are typically undeserving. They generally have a little Cold War against 9th place anyways during the season as they compete against each other for a finals spot, so might as well put them one on one with it all on the line.

iMO the timing of the release to the press of the preliminary detail about this proposal suggests this is an attempt to distract everyone from the serious ongoing problems the game is currently haemorrhaging from. Spin doctors.
maybe at the end of the season they can all line up and get a participation certificate also
