My question: In our '36' contracted players do we have a specialist fullback as back-up for Turbo?

The six development players can only be used by dispensation from the NRL if they can convince the NRL we don't have an available player in that position. To answer your question about specialist fullback, outside of Turbo there are no "specialist" fullbacks in the official NRL guide the only player to have fullback listed as an option is T Wright. Peter Schuster (development player) is only listed as a winger.

That's a club recruitment / retention decision. If they choose not to carry a specialist fullback in the 30 then that is the risk they choose to take. I can understand why you wouldn't, as "fullback money" is generally significantly higher than other outside back money. I'm surmising that most NRL clubs wouldn't carry specific fullback cover - more likely rely on utility backs who can play wing and / or centre as well as fullback. Matt Wright currently fills that role for us, much like Robbo did in years past.

Parramatta have 4 specialists fullbacks I guess that explains their position on the table.
 
NSW have had also that issue for many years now.
Proof is in the pudding.
