Probably because he hadn't shown enough at that point.
It was only after he signed with Souths that he got a run in NRL and did well v Knights, and he's kept developing at Souths.
(Still not sure he'll be an NRL half personally. In fact just read this morning Souths may try him at lock)

I thought he put in some pretty damn good performances in reggies, but yes he could be a future lock option for sure and he can play dummy half and can kick.
