The Manly Warringah Sea Eagles have withheld payments to Warringah Council whilst resolving a number of matters including the recent inaccessibility of Brookvale Oval (for almost two months) and the renegotiation of contractual terms for the venue at an applicable market rate.

Council puts debt collectors on to Manly over Brookvale Oval debt

Warringah Council has engaged debt collectors to retrieve a six-figure sum from the Sea Eagles after the bottom-placed club refused to pay their hiring fees for Brookvale Oval.

Fairfax Media can reveal Manly is in arrears in their payments for the use of their home ground as they prepare to host the Panthers on Monday night. The development raises fears games may be shifted from Brookvale Oval, a ground where the Sea Eagles have a high success rate.

It's understood the club has pointed to the poor state of the pitch during their round three encounter against Canterbury when Council raised the issue of the outstanding debts. While the NRL had its own concerns for player welfare after the ground was covered in sand and potholes, council has subsequently worked hard to ensure it is up to first-grade standard. While it was presented in good condition for the next home fixture - last Sunday's win over Newcastle - the Sea Eagles are yet to settle the accounts. Council has now passed the matter onto 'collections', which is only reserved for cases which are long overdue or are for large amounts.

Manly CEO Joe Kelly did not return calls, while a Warringah Council spokesperson said: "We are working together on the management of Brookvale Oval. We continue to have a good working relationship and we wish the team every success this weekend."

There have been ongoing issues around the hirer's fee for Brookvale Oval. The club baulked when Council sought to double its hiring fee for 2014, from $350,000 a year to about $710,000. Both parties share concerns over the long-term viability of a venue which is arguably the most dilapidated in the NRL.

Prime Minister Tony Abbott is Manly's No.1 ticketholder and has pledged $10 million of federal funding towards Brookvale's redevelopment, but that figure is nowhere near the money required to bring it up to standard. The NSW Government remains committed to a stadia strategy that channels funding towards larger stadia, leaving boutique grounds such as Brookvale and Leichhardt Oval under threat.

Manly chairman Scott Penn has previously stated he wants to turn 'Fortress Brookvale' into a multi-purpose stadium, replicating the venue of baseball heavyweight San Francisco Giants' home ground AT&T Park. The bold plan would involve the provision of 20,000 undercover seats as part of a capacity of 40,000. However, funding remains an issue for a club still behind in rent payments.

Warringah Mayor Michael Regan was unaware of the payment situation but said he was keen to work with the club and the NRL on any solution which would guarantee the Sea Eagles remained at their spiritual home.

"I'd like to see us do a revitalisation there and hopefully the NRL will see it as a boutique ground and help," Regan said.

Regan said Council didn't have the funds required to bring the ground up to the required standard and said an NRL-government partnership could be a potential solution.

The Penns need to get the 10 mil off the NRL pass it onto Warringah council call it all square (but doubt that would happen ). Then proceed with the development
The Model the sharks have should be similar to what Manly should go for
Ive seen all the brochures for the Woolooware Bay development and it does look good . A lot of new stadiums in the Uk and the US are already doing this concept with stadiums and development of retail and housing . Its the way to go

Totally agree about it being an embarrassment. Professional businesses should deal with these issues privately.

Or do more to manage the member expectations rather than provide a bland statement on the website.

As per the contract situation's it is not necessarily their approach but the apparent lack of communication....it will do nothing to stop perceptions that they are keen to move the club at some time
 
Maybe Max Delmege leaked the info to Fairfax re: the Club (euphemism for Rick with a silent 'P' and Scott Bumfluff) being in arrears?
 
How would Max know about the finances ?

The Collection Agency would be the likely source as they get a fee for monies collected. So shaming a debtor would help them.

MANLY are holding back payments to Warringah Council for the use — or non-use — of Brookvale Oval over the past two months after the ground was deemed unplayable following a round three NRL game against Canterbury.

The Sea Eagles pay council a whopping $450,000 a year to use Brookie for ten games — the club takes two home games away each season — but the ground was all but closed from mid-March until last weekend due to the horrendous state of the playing surface.

Manly was unable to train on Brookvale during that period, lower grade games forced to shift.

A Manly statement released on Tuesday read: “The Manly Warringah Sea Eagles have withheld payments to Warringah Council whilst resolving a number of matters including the recent inaccessibility of Brookvale Oval (for almost two months) and the renegotiation of contractual terms for the venue at an applicable market rate.

“We have always had a positive working relationship with Warringah Council, and we are confident that we will reach a mutually beneficial outcome for members, supporters and residents of the local community.”

Manly’s lease for Brookvale Oval expires this year. It is understood Manly is baulking at paying council the same figure to use Brookvale — $45,000 a game — in the new deal.

In fact, the Sea Eagles want that figure reduced. Manly officials are seeking a “fair and reasonable” deal given the dilapidated condition of Brookvale Oval.

Manly need a crowd of between 10,000 to 12,000 each home game to break even. Brookvale is the only public facility used by an NRL club.

Sea Eagles officials have spoken to rival clubs and the NRL about what should be paid to use Brookvale — and it appears $450,000 annually is excessive.

Despite a projected $1.5 million loss this season, Manly has plenty of money in the bank and enjoys the financial security of being owned by the wealthy Penn family.

The council have sprouted the trust idea as a workable solution for at least 12 months now, why arn't they voting on it?

Get it done, it would appease all parties.

As for the Mayor not knowing anything - that would indicate he didn't attend the council meeting when it was voted on to send out the debt collectors, they might have only just made the min numbers to vote.
 
They also voted about 3-4 years ago to offer naming rights to the ground. Then promptly did nothing about it. Something to do with how the money should then be spent. I would have thought it was fairly obvious.

Bring on a new local government model, preferably with larger LGAs, run by professionals.
 
I can't understand the Council's position on Brookie. They are receiving a reported $450,000 a year from the club. Who else is tipping in money to pay for the upkeep? So, why would any landlord treat their most important (and possibly only) tenant with such arrogance? The Council should be grateful the club is helping ratepayers fund the venue. If they don't want to keep Brookie then why not sell it to the club or a private entity?

Not sure if I couldn't use a service for 2 months I'd be all that excited about paying for those months. Well, I am sure and wouldn't be happy about it. Most businesses would offer some figure of compensation if their service was unusable for 2 months, surely?

And dog walkers - that's what it is today BTW. The St Augustine's kids walk though it to and from their school up on the northside.
