If so, how were the Roosters able to transfer monies between 2012 and 2013 as claimed in this article?

No way let him play against us. There will be more than enough real Manly players (one o whom famously told the bloke to 'run it...' and has seen his brothe head overseas for the money T Rex is soaking up from our top twenty five) who will love to highlight his many defensive inadequacies they busted their arse covering for for the past three seasons. Eighty K well spent.

In 2012 he did nothing for us in 2 or 3 out of every 7 games (some would say I am being generous) - maybe his Parra contract was similarly back-loaded --- or maybe the Bulldogs one was front-loaded...?

Pretty sure NRL allows a club that does not spend to their Cap limit in one season, to carry the unspent amount into the next.
