The salary cap plays very little part in evening up the playing field because their is an absence of regulation and evening up of TPA's which are not clearly defined. TPA's are what the NRL choose to interpret them as and Toddy not only interpreted them with prejudice in Manly's case but publicly labelled Manly as cheats! What a hide.
