Mata - on the matter of being on a board - it is like being in parliament - you are free to vote on any issue without seeking approval of your organisation, though of course you need to keep that body happy in order to be elected next time.
On the board I was in, a certain number of members could call an extraordinary meeting to raise a certain issue and that is the only way that the constitution etc can be changed. However, I don't think something like this has to be put before the members prior to the next AGM, though a chair might try and gag it any way.
It all depends on the club constitution.
