How come when we crawl forward we are told to go back but when the Storm and Panthers do it the defence is penalised?

Because I'm pretty sure they are told to watch Patty and Herbie for doing it.

Foran going off for an HiA is absolutely bull****, why should titans lose a player for 15minutes and not even receive a penalty. The contact was with his head and that is a penalty in the NRL rule book. The ref's supporting Storm like always and its just a complete joke.
